Look for another Vet that might take small payments or look for a low cost nonprofit Vet. Do some research on the internet to find a vet in your area. I know in my area there are several options and vets to go to. Some vets may even take post dated checks as promissory notes, maybe ask if they will take post dated checks in advance for any payments.
Tell your vet that it is not in their interests to leave an animal in pain if they value their reputation. If they still refuse report them to the appropriate Veterinarian Society and seek the services of another vet.
See if you can turn the pet over to the vet clinic and they can later adopt it out, or if you can turn it over to any local shelter or even to the sherriff’s office. This will mean giving up your pet, but it will then have the opportunity to get the care it needs.
This is obviously a last resort. First, check if you can set up a payment plan with your vet or another vet.
Also, if your pet is a purebred dog, look up some rescue groups for that breed, they may be willing to take your dog in and get it care.
then drive to a spca. if you ahve to drive an hour so what? its better than letting your pet suffer

Call the SPAC or Humane Society outside your area and ask for advice.
Call every vet around you and see if any will work out a payment plan. Mine does it rarely unless it is absolutely needed.
